Below are the requirements for each certification accepted by Lilly.
Minority Business Enterprise (MBE)
A for-profit enterprise, regardless of size located in the US or its trust territories. It must be at least 51 percent owned, operated and controlled by one or more of the following minorities: African American, Hispanic American, Native American, or Asian American.

- National Minority Supplier Development Council (NMSDC) through the appropriate regional affiliate. (www.nmsdc.org)

- State of Indiana
Woman-owned Business Enterprise (WBE)
A woman owned enterprise must be at least 51 percent owned and actively managed by one or more woman with either U.S. citizenship or U.S. resident alien status.

- National Women Business Owners Corporation (NWBOC)
- Self-certification
Woman-owned Small Business (WOSB)
A woman owned enterprise must be at least 51 percent owned and actively managed by one or more woman with either U.S. citizenship or U.S. resident alien status.

- Self-certification through the Small Business Administration (SBA)
Small Business (SB)
A small business that is independently owned and operated, not dominant* in its field of operation, and meets the SBA’s
Certifying agency:

*not dominant—it does not exercise a controlling or major influence on an industry
Small Disadvantaged Business (SDB)
A disadvantaged enterprise must qualify as both socially and economically disadvantaged. Members of a minority are automatically disadvantaged, but women can be considered disadvantaged if they have written proof of a pattern of social discrimination. An economic disadvantaged status is based on a business owner’s net worth.

Historically Underutilized Business Zone (HUBZone)
Any small business owned and controlled by a U.S. citizen with a principle office located in a HUBZone. Thirty-Five percent of its employees must also reside in a HUBZone. Existing businesses may choose to move to a qualified area to become eligible.

Veteran-Owned Business (VOSB)
A business that is at least 51 percent owned and actively managed by a military veteran that was honorably discharged from the U.S. armed forces.

- Self-certification through the Small Business Administration (SBA)
Service Disabled Veteran-Owned Business Enterprise (SD-VOSB)
A business that is at least 51 percent owned and actively managed by a disabled military veteran that was honorably discharged from the U.S. armed forces.
